entry footpaths have different at save/load as design

The entry footpaths have different appearance when saving as a draft and when loading this.
Designs are also used that are not available at all.

Testet on: OpenRCT2-0.4.1-develop-31e2d76-windows-x64

This is due to track designs not being able to handle the RCT1 style footpath building yet. It therefore doesn't save the railings yet.
