Sandbox Mode?

I just downloaded OpenRCT2 and I heard that there was a sandbox mode but I cant find it, is it hidden somewhere or does it just simply not exist? I want to decorate a park and make it look nice without having to worry about money.

In the options, enable cheats. Then in-game, you'll find a golden shovel. Click it to open the cheats menu where you can give yourself any amount of money (or disable money), win scenario, change weather, etc. Click+hold the golden shovel for some more advanced cheats/hacks. This way you can turn any scenario into a sandbox. The other option is to create your own scenario.

i enabled sandbox mode but can't find the option to unclaim land and make a park entrance in said unclaimed area

With sandbox mode enabled, the required tools should be available in the map window.

In the map window you have the tiny grid with a sign on it icon, when you click that you will have the options for owned, unowned, add construction rights, remove construction rights. Selecting one of these deselects the others, and you can then choose how large and area you want to alter, up to 64x64 tiles.
