Why Does Openrct2 create a folder at c:/programs and at user/name/documents?

Why Does Openrct2 create a folder at c:/programs and at user/name/documents? At which location should i place save files extra objects and have bin folders in?

The one in program files is for the game data (executable, non-vanilla asset files etc), and the other is for user data (saves, track designs, custom objects etc).
