Cheat bar does not open

Hi there! I am completely new at this, and maybe this has an easy explanation.

I am trying to open up the cheat panel but CTRL + ALT + C doesn't do anything. My option bar in the game only looks like the photo attached. I have no idea how to add the gold shovel for cheats or to access anything as far as codes go.

Is this something I have to download? Go and toggle with myself? If so, how do I do that?

That Option List looks like the one in the vanilla version.

Try running OpenRCT2.

As D1JL points out, you're running the vanilla version, not OpenRCT2. Once you open OpenRCT2, go to Options  -> Controls and Interface (cogs tab) -> Toolbar and tick Cheats. Then you can open the cheats menu from the top-toolbar.
