Jacquenobi

Hi there! I am completely new at this, and maybe this has an easy explanation. I am trying to open up the cheat panel but CTRL + ALT + C doesn't do anything. My option bar in the game only looks like the photo attached. I have no idea how to add the gold shovel for cheats or to access anything as far as codes go. Is this something I have to download? Go and toggle with myself? If so, how do I do that? thank you!
