When you join a server with custom content, the custom content is automatically downloaded and added to the objdata folder in your RCT2 directory. When you see this, it means that the server requires one (or more) of the expansion packs. The expansion pack material will not download automatically for various reasons. If you want to play on these servers, you need to buy a copy of the game that includes the expansion packs. Link to comment

I think that "Add-On Pack" refers to the expansion packs rather then custom content, because when you join a server with customer content, the first attempt should download all custom content on the server map and disconnect and the second attempt should connect. The vast majority of custom content will be downloaded automatically when you connect to the server. This usually results in immediate disconnection while your computer installs the downloaded files, but you should then be able to reconnect to the server without issue. If you see the message "requires Add-On Pack", that means the server is using expansion content, not custom content. Expansion objects will not be exported and you will need to install the expansion packs (or just the objects if you'd prefer) in order to connect to those servers.
