Looking for the Hard Mode Option

I'm looking for an option that I know is in the game because I've seen it before, but I can't remember where it is. I've looked over the cheat menu, the options, and other GUIs and I can't find the option that says something along the lines of "Harder to gain and maintain park rating". Does anyone know where to find the option? Thanks in advance!

It's in the scenario options window, which is part of the scenario editor but can also be accessed from the debug menu.
