Custom Developer Content - Designer Engine

I was just wondering is there a Custom Developer Content?  RCT2 Designer Engine?

I loved to design more buildings and landscapes item and also

For example, Is there a way to create more people "Sprits" as it seems the worker types and costumes options are limited.

Has someone created Stormtroopers, Zombies, Robots etc  walking the park? 

I feel if you can add more people options, reactive and responses more

interactive with the guests(Sprits) will make the game shine more.

No, nobody has, but it could be done. Would be a lot of work for what it is.

There must be a Developer mode for the people "Sprits" to customize. 

I feel that would add more excitement to the park.
