Switch from pay per entry to pay for rides?

Is there a way to switch this after starting a file? I have a saved file I’ve been playing for awhile that I’d like to switch to pay for rides but cannot find an option in the cheats menu

Click+hold the golden shovel (enabled by enabling the cheats top toolbar button in the options) and find the scenario settings. There you can change the guest payment option.
