Where is the support limits cheat

Every time I do a search on how to disable th support limits, it keeps saying to find the golden shovel, but I dont think Open RCT2 has the golden shovel, instead, open the cheat menu with Ctrl+Alt+C, and I still can't find the disable support limits cheat, did they remove that cheat in the cheat menu?

Go to options -> enable the cheats toolbar button -> go back to your game -> click and hold the golden shovel that just appeared -> some more hacks can be found there, including the support limits cheat
