Change the Roller Coaster Designer to a general track designer

Even if it wouldn't be the best for testing out go-kart tracks and mini-golf courses, I think it would be nice to change the roller coaster designer to support all tracked rides.

No items selected sandbox + Debug tools = Better setup then Track Designer (You would also have scenery objects)
