"Start Server" does not make a server visible outside of my LAN

Whenever I start a server it's only visible to other computers on my LAN. I haven't been able to connect to my friend (over the internet) doing the same. We both have port 11753 forwarded on our routers. If anyone had any suggestions I'd love to hear them. Thanks!
