Had a similar issue; was able to circumvent it by launching 0.3.5.1, specifying the target directory so it would read the game data, then overwriting it with 0.4.0 files. Presumably whatever the issue is, it prevents the 0.4.0 executable from opening the "choose game data folder" window to begin with but it launches fine once the data is copied.
